The Regional Passport Office, Delhi was set up in 1954. It was among the first five Passport Offices to be setup. The others were at Bombay(Mumbai), Calcutta(Kolkata), Madras(Chennai) and Nagpur.RPO Delhi is located at Trikoot - 3, HUDCO Building, Bhikaji Camaji Place, New Delhi.

Passport Office working hours are from 9.30 AM to 6.00 PM, from Monday to Friday except on public holidays. Application counters for all services on Form No. 1 (all services except Miscellaneous Services are given on Form No. 1) are open from 10 AM to 2.30 PM. Counters for Miscellaneous Services are open from 10 AM to 1.30 PM. Miscellaneous services are given on day of application itself.

Passport office officers meet the public only on Mondays, Tuesdays, Thursdays and Fridays from 10.00 A.M to 1.00 P.M.

Applicants / visitors should collect submission / enquiry tokens available from the token distribution windows from the other side of the RPO building before entering the office. There are entries on either side of the RPO Delhi main gate leading to the token distribution counters. Senior citizens (those above the age of 65 years )need not obtain tokens to gain entry into the office.

A Drop Box is kept at the entrance of the RPO building. Applicants whose applications are pending at RPO Delhi should drop their replies to letters from the RPO calling for additional documents etc relating to their pending cases into this box. Action will be taken on these letters or position conveyed to the applicant within five working days.

South Sudanese students stranded in India

October 11, 2011 (KAMPALA) – South Sudanese students in India have been unable to renew their passports since the country became independent leaving many stranded, students say.

In a letter sent to Sudan Tribune on Monday, the students described their situation as “frustrating and confused” adding that lack of a South Sudanese diplomatic mission in Delhi is complicating their safety stay there.

South Sudan declared independence from Sudan in July following a January vote for secession. The plebiscite was part of the 2005 Comprehensive Peace Agreement (CPA) that ended decades of north-south civil war.

South Sudanese students, received scholarships from the then government of southern Sudan during the CPA’s interim period (July 2005 – July 2011) to India, used the Sudanese passport. Following South Sudan’s declaration of independence, the students claim that Sudanese embassy is declining to renew expired passports.

“South Sudan[ese] students are frustrated in India...., now stranded and deeply confused,” the students’ letter says.

Deng Bior, a second year student of bachelor of commerce at Bangalore University, alleged that he cannot return to South Sudan for holidays as his passport cannot be renewed. Thyab Grang Aguer, a third year student of bachelor of commerce at Osminia University, cannot come to Juba with his family because he does not have travel documents.

Another student, who prefer anonymity, says she completed her studies last year is unable to go home as her certificate has not been signed. The students say they cannot move freely for fear of being arrested by police.

The students urge South Sudanese authorities to speed up the establishment of the diplomatic mission in Delhi in order to help in this situation adding “something has to be done. We can’t just be like this.”

India Against Corruption forces passport office to go ‘bribe-free’

Members of India Against Corruption (IAC) recently compelled the regional passport officer to declare her office corruption-free. As part of their campaign to make all government offices in the city free of corruption, IAC had carried out the agitation, which involved demonstrations, at the regional passport office on September 22. At least 75 IAC volunteers met regional passport officer Shakuntala Rane and appealed to her to declare her office ‘corruption-free.’

After initial reluctance, regional passport officer Shakuntala Rane signed a declaration on Sept 29

Interestingly, Rane told the volunteers that she will have to seek the ministry’s permission and currently cannot sign or give such a declaration in writing. Not dejected by the refusal, the volunteers persisted for a week. Finally, Rane signed the declaration on September 29.

This reporter tried to meet Rane in this regard, but was told that the media is barred from her office. Debraj Pradhan, joint secretary (RTI) and central information officer of Ministry of External Affairs in New Delhi, told Mirror that that the passport officers are not barred from speaking to the media.

Meanwhile, IAC members scored another victory on September 30 when the chief commissioner of Income Tax department, Satya Prakash, signed such a declaration. The activists said they will be heading to the Regional Transport Office (RTO) on October 5 at 10 am for a similar declaration. The IAC has started a helpline at 084466-60118, where after studying the case, volunteers will meet concerned officials and request them to co-operate.

Indian passports to go digital next year

INDIA--The government appears on track to issue some 800,000 e-passports next year and begin piloting its new backend system touted to enable faster delivery of passport services, baring no further delays.

The Indian government next year will launch its e-passport initiative, as well as the Passport Seva Project, with pilots expected to commence this year.

Implemented by Tata Consultancy Services (TCS) under a build-operate-transfer (BOT) scheme, the Passport Seva Project entails digitization of the entire passport services. It seeks to deliver all passport-related services to citizens in a timely, transparent, more accessible and reliable manner, through streamlined processes and trained workforce.

This US$207.3 million (10 billion rupees) project is part of the government's National e-Governance Plan (NeGP).

"The unique feature of Passport Seva is that citizens will be able to get a passport in three working days," Neel Ratan, executive director at PricewaterhouseCoopers (PwC), told ZDNet Asia in a phone interview. Currently, it takes nearly a fortnight or longer, for local citizens to get a new passport. For travel documents that are needed urgently, arrangements are made under the "tatkal" scheme for passports to be issued within a week. The Passport Seva project aims to cut this down to a day.

Under the initiative, passport offices across the country will also be spruced up. "The offices will wear a more contemporary look," Ratan said. PwC assisted the government in designing and conceptualizing the project.

Indians will also get new e-passports designed to facilitate international travel by allowing automatic identity verification and faster immigration inspections, as well as provide efficient border protection and security.

"An e-passport incorporates a security microcontroller, embedded in the back cover of the passport, which securely stores information printed on the document," Mahendran Kathiresan, Infineon Technologies' business development manager of chip card and security, said in an e-mail interview. Infineon is the supplier of contactless security microcontrollers (MCU) for the e-passport initiative.

Kathiresan explained that e-passports support a combination of electronic and optical security features including watermark, optically variable device and hologram.

If an e-passport is misused, the immigration checkpoint will be able to detect a mismatch between the printed and digital information, and authorities can take necessary action against the offender.

The International Civil Aviation Organization (ICAO) sets the standards for e-passports that have been implemented in over 70 countries. Data in the Indian e-passport can be read in other countries as it adheres to the ICAO global standards for biometrics and secure storage of personal data in travel documents.

Seva pilots next month
The Passport Seva Project was unveiled in October 2008, after the Ministry of External Affairs (MEA) signed the agreement with TCS, which included plans for the first pilot trial to commence in June 2009 from centers located in Chandigarh and Bangalore. The rest of India, to be serviced by 77 stations, will be issued e-passports in 2010.

However, the project has since missed its June 2009 deadline.

TCS declined to speak to ZDNet Asia, but A. Manickam, joint secretary and chief passport officer for the Union Ministry of External Affairs, said the government will make a major announcement regarding the project next month. "I would not like to make any comment prior to that," Manickam said in a phone interview.

In a local newspaper report, Tanmoy Chakrabarty, vice president at TCS, said it was hoping to proceed with trials at the Chandigarh and Bangalore centers in October. This timeline was reiterated in a government Web site, which stated that TCS was looking to implement the project at six pilot locations next month and 77 centers by June 2010.

Explaining the missed deadline, Chakrabarty said in the newspaper report: "The Ministry of External Affairs did not make us available to the disaster recovery site for this project, which led to the delay."

E-passports enhance security
Meanwhile, the government launched its e-passport scheme on Jun. 25 this year, where President Pratibha Patil, Prime Minister Manmohan Singh and Vice President Hamid Ansari were the first ones to receive their biometric passports.

E-passports have been issued to diplomats since July this year, but are expected to be extended to all citizens from September next year. Around 800,000 e-passports are estimated to be issued by 2010.

While Infineon has secured the initial e-passport trial, its competitor NXP Semiconductors is hopeful it has a role to play when the scheme is extended to the general public next year. Claus Hansen, NXP's Asia-Pacific senior director of sales and marketing, said at the Identification Summit 2009 held in Delhi last month that the company in January delivered some 170 million e-passport chips.

For this purpose the foreigner need to approach the Ministry with birth certificate and relevant documents.

With orders of the Ministry for issue of VISA ,the foreigner can approach the concerned FRO/FRRO cum Superintendent of Police for VISA endorsement. Regular VISA fee is charged at the time of such endorsement.

While in India, first VISA is only granted by the Ministry of Home Affairs, Foreign Division, Jaisalmer House, 26, Man Singh Road New Delhi.

In such a case, the foreigner needs to approach the ministry first and seek VISA orders for the child.

The same VISA orders would be endorsed by the concerned FRRO/FRO cum Superintendent of Police on the passport of the child.

OUT OF TURN ISSUE OF PASSPORT UNDER TATKAAL SCHEME

(A) If an applicant desires to obtain his passport under the Tatkal Scheme, a verification certificate as per the specimen at ANNEXURE ‘F’ and standard affidavit as Annexure “I” should be submitted along with the TATKAAL fee. The Passport Issuing Authority shall retain the right to verify in writing the authenticity of the Verification Certificate from the official who has issued it. All applicants seeking a passport out of turn under the TATKAAL Scheme are advised to submit their application, documentation, colour photographs with white or light background and fee as specified below. No proof of urgency is required for Out-of-Turn issue of passport. Post Police Verification shall be done in respect of all passports issued under the Tatkaal Scheme.

(B) The applicant also has the option to obtain a passport under Tatkal Scheme on submission of three documents from the Fourteen documents as mentioned below, provided one of the three documents is a photo identity document and atleast one of the three is amongst the documents indicated at (a) to (i) and a standard affidavit (Annexure “I”) on non-judicial stamp paper duly attested by a Notary:

(a) Electors Photo Identity Card (EPIC);

(b) Service Identity Card issued by State/Central Government, Public Sector Undertakings, local bodies or Public Limited Companies;

(c) SC/ST/ OBC Certificates;

(d) Freedom Fighter Identity Cards;

(e) Arms Licenses;

(f) Property Documents such as Pattas, Registered Deeds etc.;

(g) Rations Cards;

Instructions

Kindly go through the following instructions before filling up the form:

The Passport Application Form is Machine Readable and it is scanned on computer, there the following instructions should be followed strictly:

Use capital letters only. Particulars given in the form will be printed in the passport. Therefore, please be careful in filling up the form and avoid any mistakes.
Write clearly within the box without touching the boundaries.
Use black/blue ball pen only. Do not fill the form with pencils or ink-pen.
Adjust the information to fit within the number of given boxes.
While filling up the boxes, kindly leave one box blank after each completed word.
Do not write anything outside the box. Avoid over-writing.

Important Note: All original documents are to be shown at the time of submission of the passport application form. With the Original Passport Application Form, self-attested copies of all required documents need to be attached. Illiterate applicants should put only thumb impression in the box meant for thumb impression/signature. In case an applicant has stayed at more than one address during the last one year, he/she should furnish two additional photocopies of the PP form for each additional place of stay.

The At the beginning of the Application Form there are boxes for affixing photograph, appending signature and thumb impression and giving details of payment of the fee.

Photographs

The passport form requires three coloured recent passport size photographs showing frontal view of full face, out of which one photograph is to be pasted on form and two on the Passport (PP) forms.

In the box meant for pasting the photograph, paste your recent and identical colour photograph of size 3.5 cm x 3.5 cm. Photograph should fit exactly in the box and in any case not smaller than the box provided in the form. For Jumbo booklets, two additional photographs are required. The photographs on the PP forms have to be cross signed by the applicant whereas photograph on First page of the form is NOT to be signed.

Photographs in black and white print, photograph with coloured or dark glasses, dark background or in uniform, Polaroid prints or computer prints are not accepted. The colour photographs should have a light background (preferably white) and should show the full face of the applicant frontally.

Signature/Thumb Impression

The signature/thumb impression should be strictly within the box without touching the boundaries. Thumb impression should be of left hand in case of males and right hand in case of females. (Blue/ Black ball pen to be used for signatures).

Column 1 - Name (With Documentary Proof)

The name up to 75 character long name can be given and filled in the form. The full name as it should appear in the Passport should be furnished here. For example,

Write the Surname as "GOGOI" in the boxes provided for Surname and put a comma and write "ADITYA NAGENGRANATH" as the Given name in the rest of the columns. In case you do not have a surname, just write the given name.

No initials should be written, they should be expanded

Column 2

If the applicant has ever changed his name, it has to be mentioned in this section. This is also applicable to a person who has even marginally changed the name or a lady who has changed her name / surname subsequent to the marriage.

If there is no change in name at all, kindly write: Not Applicable.

Column 3

In case of Male/Female option, please write M or F as applicable in the box space provided. For others, please write 'X' in this box.

Column 4

Date of Birth: The date of birth is filled as dd/mm/yyyy (date/month/year) and in words as shown in the birth certificate issued by Municipal/Government Authorities. Proof of date of birth is to be attached.

Place and Country of Birth: In case born in India, please mention name of place like Village / Town, District, State and if born outside India, mention name of place and country. For those born before partition of India, at a place, which now falls within Pakistan or Bangladesh, please fill up the name of place followed by Country as Undivided India.

Columns 6, 7 and 8

The name of father, mother and spouse is to be entered in the respective columns. Surnames, if any, in these columns should be mentioned after the given names.

In case the applicant is unmarried, in Column 8 that asks for information on name of spouse kindly write: Not Applicable.

Columns 9 and 10

Give relevant details along with date since residing at the given address, telephone no. with area code is required for the purpose of contacting in case additional information or document is required by Passport Office.

Mobile phone No. would be useful for sending SMS message to the applicant for the same purpose. If the period of residence given in Column 9 is less than one year on the date of application, please furnish the other addresses with duration of residence.

Students staying away from their parents have the option of applying from place of study. In such cases, for proof of address, a bona fide certificate from the Principal/Director/Registrar/Dean of the educational institution is must. An additional set of PP Form is to be submitted for more than one address in last one year.

Column 11

Please give details of previous passport(s) held. Either the previous Passport Number or the file number may be mentioned here along with date of issue and place of issue in the relevant boxes. In case previously applied for passport but the same was not received/issued, then the details such as file number, date applied and place where applied should be furnished here. Suppression of facts may attract penal provisions as per the section 12 of the Passports Act, 1967.

Column 11(a)

If ever travelled on Emergency Certificate (EC) or ever deported or repatriated to India at Government cost, then the details of EC number, date and place of issue along with original seizure memorandum, place and country from where deported or repatriated should be furnished in this column. Even if the EC details are not available readily, at least the place and country from where deported or repatriated should invariably be given here. All such applicants should furnish details of circumstances of their repatriation/loss of passport in a form of notarised affidavit.

Column 12

Details like educational qualifications, visible distinguishing mark and the height in centimetres are to be provided against the respective item.

Column 13

The relevant entry as 'Yes' or 'No' should be marked in the box space provided. If working in Central / State Government, Public Sector Undertakings, Statutory Bodies, and an "Identity" from the concerned office should be attached as per 'Annexure B (External website that opens in a new window)'.

Column 14

Regarding citizenship, whether it is by birth, descent, registration or naturalisation is to be recorded in the box space provided by either B/D/R/N as the case may be. If held any other citizenship before Indian citizenship, then please furnish the previous citizenship in the blank space provided.

Column 15

Please write Y or N as applicable. It may be mentioned here that Indian citizens categorised as ECR before leaving the country are required to get a clearance from the Protector General of Emigrants.

Applicants in ECR category will have the ECR Stamp put on their passports. In case the passport booklet does not have ECR stamp, the applicant would be deemed to have been granted ECNR status. No ECNR stamp will be affixed on the passport.

An applicant would be eligible for ECNR status if he/she falls in any one of the following categories and provides documentary proof thereof:

All holders of Diplomatic/official Passports.
All Gazetted Government servants.
All Income-Tax payers (including Agricultural Income-Tax Payees) in their individual capacity. (Proof of assessment of income tax and actual payment of income tax for last one year or copy of PAN card to be need given if insisted upon and not merely payment of advance tax shall not work.) However, in most cases as an assessment order is not issued separately by the income tax department, income tax returns which are stamped by income tax authorities can be accepted.
All professional Degree holders, such as Doctors holding MBBS degree or equivalent degree in AYURVED or HOMEOPATHY, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc.
Spouses and dependent children of category of persons listed from (b) to (d).
All persons having educational qualifications of matriculation and above.
Seamen who are in possession of CDC or Sea Cadets, Deck Cadets;
1. Who have passed final examination of three years B.Sc. Nautical Sciences Courses at T.S. CHANAKYA, MUMBAI; and
2. Who have undergone three months Pre-Sea training at any of the Government approved Training Institutes such as T.S.CHANAKYA, T.S. REHMAN, T.S. JAWAHAR, MTI (SCI) and NIPM, CHENNAI, after production of identity cards issued by the Shipping Master, MUMBAI/KOLKATA/CHENNAI.
Persons holding Permanent Immigration Visa, such as the visas of UK, USA and Australia.
1. Persons possessing two years diploma from any institute recognised by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT) or persons holding three years' diploma/equivalent degree from institutions like Polytechnics recognized by Central/State Governments.
Nurses possessing qualifications recognized under the Indian Nursing Council Act. 1947.
All persons above the age of 50 years.
All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) and their spouses.
All children up to the age of 18 years of age. (At the time of re-issue at the age of 18 years, ECR stamping shall be done, if applicable).

No emigration clearance is required for visiting Bangladesh, Pakistan and all countries in Europe (excluding CIS states), North America, Australia, Japan, New Zealand, South Korea, South Africa and Singapore.

The eligible category should be mentioned in the blank space provided under this column and supportive documents should be attached with the application. It may be mentioned that with effect from Oct 1, 2007 Government of India has abolished Emigration Check Required Suspension (ECRS). With effect from October 2007, ECR passport holders travelling abroad for purpose other than employment will be allowed to leave the country on production of valid passport, valid visa and return ticket at the immigration counters at international airport in India. For employment purpose, such passport holders require emigration clearance from the office of Protector of Emigrants (POEs). Otherwise, they will be stopped from travelling at the port of exit. Applicants are, therefore, advised to apply for ECNR, if they are eligible, to ensure hassle-free travel abroad. It may be noted that the passport booklet will only have ECR category stamped and in case the passport booklet does not have ECR stamp, the applicant would be deemed to have been granted ECNR status.

Column 16

In this column, while applying for the first time for the minor children who are less than 18 years of age, the details of valid passports held by both or either parents should be furnished in the relevant column. In such cases, passport to their minor child will be issued without any police verification. In the cases where the parents do not hold valid passports, applications for such minors can be made on the basis of three documents of parents details of which are given in para C (B) of Section IV (External website that opens in a new window) of the Passport Information Booklet along with Standard affidavit at Annexure I (External website that opens in a new window). In all such cases, passport to their minor child will be issued on post-police verification basis.

A declaration on plain paper as given at Annexure H (External website that opens in a new window) is needed to be filled up in each case. In case the minor child who is between 15 and 18 years of age wishes to -obtain a full validity passport for 10 years, the same can be issued only on submission of Standard Affidavit as in Annexure "I" (External website that opens in a new window) and any three of the 14 document as mentioned in para C (B) of Section IV (External website that opens in a new window) of Passport Information Booklet by the parents and on payment of fee equivalent to the normal passport fee i.e. Rs.1000/- for a 36 pages passport, as applicable for an adult. Otherwise the validity of the passport is restricted to five years or attaining the age of 18, whichever is earlier. In case of single parent and children born out of wedlock or in case of parents who are judicially separated, a sworn affidavit before a Magistrate, stating the facts of the case along with documentary proof to be submitted as per Annexure "C" (External website that opens in a new window). In the NORMAL COURSE the signature/consent of both parents is required for issue of a passport to the minor (Annexure "H" (External website that opens in a new window)). However, if in case the applicant parent is not in a position to get the consent of the other parent, FOR WHATEVER REASON, the parent applying for the passport of the minor may sign the form and submit a sworn affidavit as per Annexure "G" (External website that opens in a new window) stating the facts and circumstances of the case along with the application. The affidavit should also state that in case of a court case he/she would be responsible and not the passport office. In such cases, where only one parent is applying, the physical appearance of the child may be requested to ensure the applicant's parent has the actual custody of the child.

Column 17

The applicant should give correct information. Suppression of any fact may lead to fine up to Rs.5000 per offence and other penal provisions as applicable under the provisions of the Passports Act, 1967 as amended from time to time.

Column 18

In this column, the name and address along with Mobile or Telephone number/e-mail of person to be intimated in the event of death or accident is to be furnished.

Column 19

This column is a self declaration made by the applicant about owing allegiance to the sovereignty, unity and integrity of India, not voluntarily acquiring the citizenship or travel document from any other country etc. Also this column contains declaration in furnishing true information in the application form and an applicant is aware that it is an offence under the Passport Act 1967 for giving any wrong information or suppression of any material information in getting the passport. The applicant also declares that he has no other passport or travel document. Under the space provided, the signature or Thumb Impression (left hand thumb impression for male and right hand thumb impression for female) should be furnished along with date and place of application.

Column 20

Photocopies of all documents that are attached as enclosures along with the application form should be listed in the blank spaces provided and each document self attested by the applicant.

Instructions for Foreigners possesing Toursit Visa.

A Tourist Visa can be granted to a foreigner who does not have a residence or ccupation in India and whose sole objective of visiting India is recreation, site seeing, causal visit to meet friends/relatives in India.
Tourist visa is non extendable and non convertible.
There shall be a gap of at least two months between two visits to India on a Tourist Visa.
If a foreign national is required to visit the country again within a period of two months of his last departure such foreign nationals shall obtained special permission from the mission/port concerned.

Registration:

Registration with the nearest FRRO/FROs is required only if the foreigner holding tourist visa has entered India for the second time within 60 days of the last departure.

Such Residential Permit/Registration Certificate issued to the foreigner whould be valid only for period of 180 days or 90 days as the case may be. The 180 days would be calculated from the 1st date of entry into the country within 60 days.

Once such a foreigner exits the country after availing the facility (within the visa validity period or the stay stiuplation period of 180/90 days as the case may be) there shall be a gap of atleast two month from the date of final exit before he/she can come again to India.

Penalty for late Registration

No fee is requried to be paid for registraiton, but a penalty in Indian Currency equivalent to US$ 30/- (Rs. 1395/-) in case of late registration is charged.

Requirements at the time of Registration

Every foreigner at the time of Registration, shall furnish, such information in registration report, as may be in his possession for the purpose of atisfying the Registration Officer and shall, on being required, shall sign the registration report in the presence of the said officer and shall thereupon be entitled to receive from the said officer a certificate of registration in Part-III of Form-A.

The following documents are required to be submitted at the time of registration.

4 recent passport size photographs;
Photocopy of arrival stamp, photo page and valid Indian Visa page of the passport;
Proof of residential address in India or copy of C-Form from the Hotel

Note:

Exit Permission : Foreigners holding Tourist Visa and who have overstayed for one year or less can seek exit permission from the concerned FRROs/FROs subject to usual checks and conditions.

Registration is required for

Foreigners visiting India on long term (more than 180 days) Student visa(S) (including those coming for study of Yoga, Vedic Culture, Indian system of dance and Music), Research Visa(R), Employment Visa(E),Missionary Visa (M) ,Medical Visa(M) or Medical Attendant (MX) Visa are required to get themselves registered with concerned FRRO/FRO within 14 days of his/her first arrival, irrespective of the duration of their stay.

If the Indian Visa has a stipulation/ observation/ Special endorsement made by Indian mission/ Embassy on the Indian Visa for Registration, the Foreigners are required to be registered..

Foreigners visiting India on other categories of long term visa including Business/Entry(X) visa would not require registration with the concerned FRROs/FROs if , repeat if duration of his/her stay does not exceed 180 days on a single visit. In case a foreigner intends to stay for more than 180 days on a single visit he should get himself registered well before the expiry of 180 days.

Pakistan Nationals are required to register within 24 hours and Afghanistan Nationals are required to register within 14 days of their arrival in India. Pak nationals may report to Special Branch, Police Bhawan, Asaf Ali Road, Delhi for registration.

Registration facilities are not provided at the airport and are carried out in the office of FRROs or District Superintendents of Police (FROs).

Personal presence of the foreigner at the FRRO/FRO office is mandatory for visa related services.

Children below 16 years of age are exempt from Registration if they have entered on PIO card or on any type of VISA.

Itis mandatoryfor the foreigner (even children) to personally appear at the FRRO office, Delhi for obtaining any visa related services.

Penalty for late Registration

In case of Business Visa, business related papers on the authenticity of the business, copy of permission from Reserve Bank of India and approval of Government of India in case of joint venture/collaboration;
In case of Journalist Visa, accreditation certificate from Press Information Bureau and approval of Ministry of External Affairs.
In case of Research Visa, bonafide certificate & letter from the nodal agency/Ministry sponsoring the Research

Liability of production of Registration Certificate

Every registered foreigner shall, within twenty-four hours, which can be extended if sufficient cause is shown, on demand by any Registration Officer, any magistrate or any police officer not below the rank of a head constable, produce his certificate of registration for inspection by such registration officer, magistrate or police officer:If the Registration Officer, magistrate or police officer, not being below the rank of an Inspector is of the opinion that the passport or other documents of identification produced by the foreigner do not furnish adequate proof of identity and if the registration certificate does not bear the photograph or finger impressions/signatures, he may be asked to produce, four copies of passport size photograph, four complete sets of his finger impressions/signatures, one of which shall be made on the Registration Certificate. The finger impression/signatures shall be made in the presence of the Registration Officer and each set attested by him.

Report of absence from Registered Address

If at any time a foreigner proposes to be absent from one's registered address for a continuous period of eight weeks or more or one is changing his registered address then the foreigner is required to inform in person or through an authorized representative or by registered post to his Registration Officer of his intention to leave either temporarily or permanently the jurisdiction of the Registration Officer. In case of return, the foreigner should inform the Registration Officer of the date of return and in the case the foreigner is moving away, the change of address. Any changes made subsequently should also be intimated to the Registration Officer.

Every foreigner, who stays for a period of more than eight weeks at any place in any district other than the district in which registered address is situated, shall inform the Registration Officer of that district of his presence. This can be made in writing and the requirements deemed to have been fulfilled if, prior to arrival the foreigner furnishes to the Registration Officer of the said district intimating the dates of his proposed arrival and departure from the district.

Change in Registered address

A foreigner shall be deemed to have changed his registered address, if he changes his residence from one place to another place in India and if having no residence, he leaves his registered address knowing that he is not likely to return within six months of leaving it.

Reports of other changes except address

Every foreigner is required to furnish to the Registration Officer of the district in which his registered address is situated, particulars of any circumstances affecting in any manner the accuracy of the particulars recorded in his certificate of registration within fourteen days after the circumstance has occurred, and generally shall provide to the Registration Officer all information as may be necessary for maintaining the accuracy of the certificate.

Every foreigner who is about to depart finally from India shall surrender his certificate of registration either to the Registration Officer of the place where he is registered or of the place from where he intends to depart or to the Immigration Officer at the Port/Check post of exit at the time of final departure from India. If the certificate is surrendered other than to the Immigration Officer of the port or check post of exit, a receipt indicating such surrender of the document may be obtained and shown to the Immigration Officer at the time of final departure.

Duplicate certificate of registration

If any certificate of registration, issued under these rules is lost or destroyed, the foreigner to whom it was issued, shall make or send to the Registration Officer of the district of his registered address a report of circumstances in which it was so lost or destroyed together with an application in writing a copy of police report in order to issue a duplicate copy of the certificate of registration.

Production of proof of Identity

Every foreigner shall within twenty-four hours of demand being made of him by any Registration Officer, magistrate or police officer, not below the rank of a head constable ,which can be extended in case of sufficient cause shown by the foreigner, shall produce, at such place as may be specified , his passport or such other proof of his identity.

Every foreigner entering India shall, on demand by the Registration Officer, deliver his passport or other proof of identity to that officer and shall thereafter attend at such time and place as the Registration Officer may direct for the purpose of receiving back his passport and shall be entitled to receive a receipt for it from the Registration Officer.

Report to be made to and by hotel keepers.

Every keeper of a hotel shall require every visitor to the hotel to furnish the particulars necessary for recording, and sign, on his arrival at the hotel, his name and nationality in a register maintained for the purpose in Hotel Register and, if any such visitor is a foreigner shall further require him;

(a) On his arrival at such a hotel to furnish the other particulars specified in Items 4 to 10 of the said register; and

(b) At the time of his departure from such a hotel to furnish the particulars necessary for recording in the said register, the date and time of his departure and the address to which he is proceeding.

The prescribed Hotel Register shall at all time be made available for inspection, on the demand of the Registration Officer, any magistrate or any police officer not below the rank of head constable.

Every particular, other than the signature of the keeper of a hotel or a visitor, which is required to be recorded in the said register, shall be recorded by the keeper of the hotel in the English language or otherwise, in an Indian language.

It shall be duty of the keeper of the hotel, if so requested to explain to the visitor the requirements of doing the same.

The keeper of the hotel shall, as soon as it may be but not more than twenty four hours, after the arrival of any foreigner, transmit a copy of duty completed Form C to the Registration Officer (Copies of Form C can be obtained, from any Registration Officer on application).

(a)“Hotel” includes any boarding-house, club, dak-banglow, rest house, paying guest house, sarai or other premises of like nature;

(b)“Keeper of a hotel” means the person having the management of a hotel and includes any person authorized by the keeper, and competent to perform the duties of the keeper of the hotel.

(c)“Sign” includes, in respect of a visitor who is unable to write, the making of a thumb impression or other mark by means of which he is accustomed to attest a document; and

(d) “Visitor” means a person for whom accommodation is provided at a hotel.

Obligation of masters of vessels, etc.

The master or the person having management of any vessel arriving at or leaving any place in India shall—

(a) require any person who intends to disembark from or embark on any such vessel for the purpose of entering or leaving India, to furnish in writing a true statement of the particulars set out in Form ‘D’ (Disembarkation/Embarkation Card), as the case may be;

(b) cause Form ‘D’(Disembarkation/Embarkation Card) to be delivered to the Registration Officer at the place of arrival or departure

(c) Take steps to ensure that no foreigner disembarks or embarks until authorized to do so by the Registration Officer.

(d) If so requested by the Registration Officer, a foreigner who is about to depart from India shall surrender his certificate of registration and deliver such certificate to Registration Officer;

(e) If so required by the Registration Officer, furnish on arrival at the said place a true statement in writing showing the name and nationality of every seaman employed on such vessel, and at the time of departing from such place take such steps as the Registration Officer may specify to ascertain whether or not any such seaman as aforesaid who is a foreigner is about to depart on board such vessel; and

(f) Generally render to the Registration Officer such assistance as he may reasonably require for carrying out the purpose of the Act and these rules.

The master or the person having the management of any vessel arriving at, or leaving any place in India by Sea shall also furnish, before any passenger disembarks or embarks, to the Registration Officer of any such place, a passenger manifest in prescribed format.

Every particular, other than the signature of a foreign passenger, which is required to be recorded in Form D, as the case may be, shall be recorded;

(a) if the passenger is able to write in English language, by the passenger , in the English language;

(b) if the passenger is unable to write in English language, by the passenger, in an Indian language; or

(c) if the passenger is unable to write in English language or in an Indian language, by the master of the vessel or by any person having the management of such vessel or by any seaman authorized in this behalf by such master or person, in the English language or in an Indian language.

If a foreign passenger does not understand the English language or Indian language it shall be the duty of the master of the vessel, if so requested, to explain to the foreign passenger the requirements.

Passenger Manifest shall be completed in the English language or in an Indian language.

Application Form No. 1

Form No. 1 is to be used for Fresh/ Reissue/Replacement of Lost/Damaged passports/ Change of Name/ Appearance/ Exhaustion of pages . The same application form is used for passports for minors as well.

New passport means applying for a passport for the first time or applying for a passport if you have never held any passport earlier. In case an application was ever made at any Passport Office prior to the present application and whether the application was processed or closed, or even if passport was issued and not received by the applicant, details thereof should be given in the relevant column in the present application. Failure to disclose these details, if any, would invite applicable penalty.

Reissue means an application for another passport in lieu of an existing one which has either expired or is about to expire. An applicant may apply for a new passport in lieu of an expired/ about to expire passport upto 3 years after and 1 year before the expiry of the Passport. Re-issue of passport should not be mistaken for renewal of passport. Renewal of passport means that a passport which was originally issued for a short validity of one to five years - under certain emergency conditions on the part of the applicant - is now required to be extended to its full validity of ten years from the date of issue of the passport. (Renewal is a zero fee service and the application should be made in Form No. 2).

A New passport is issued in lieu of a lost/damaged passport.

Application Form No. 2 is for making application for Police Clearance Certificate, Deletion of ECR Stamp, Inclusion of Spouse's name and change of address. The same Form is used for renewing a short term validity passport to its full term validity.

Personal Particulars Form (PP Form)

PP Form is used for Police Verification Report. This is a part of Application Form No. 1. This can be filled up separately if required by the Passport Office for reverification. In case an applicant has resided at more than one place in last one year, an additional set of PP form for each address/ place has to be filled up.

Your driving licence is in for a major makeover. In the next few months, it will become like your passport or voter I-card - proof of your national identity. In a sweeping reform, the Centre will soon issue a gazette notification making it mandatory for all state transport authorities to issue the 'Indian Union Driving Licence'.

How will this help? The idea is to clamp down on traffic violations that often lead to fatal accidents. Every year, 130,000 people die on India's roads; 80% of the accidents are attributed to errant drivers. Many of who are back behind the wheel within days because they have multiple licences from different state transport authorities.

Now, all this will end. New driving licences would be made in the name of the Union of India, though the issuing authority will remain the state transport departments. A central database of all driving licences and registered vehicles will ensure there's no duplication. "This data will be accessed by all regional and district transport authorities and violators would be caught,"says an official in the surface transport ministry, which has prepared the National Register with the help of the National Informatics Centre (NIC). The new driving licence itself has been designed by NID.

So, at the click of a mouse, officials will have the complete low down on offences committed by a driver since the time the licence was issued to him/her. Rohit Baluja, president of the Institute for Road Traffic Education, says this single move will help streamline the licensing system. "Once you have everything online, all violations by the driver will be recorded. "This becomes all the more important, he says, in view of "the proposal where every subsequent offence by a driver will attract greater punishment."

An expert committee on the Motor Vehicle Act has recommended the point system to curb repeat offences. Under it, points awarded for an offence shall remain on record for three years from the date of issue of the licence. If the offences cross the limit of 12 points, the person's driving licence will be suspended for a year. If the same driver accumulates 12 points again, his licence will be cancelled for five years.

Baluja says the practice of issuing driving licences in the name of the republic is followed in all developed countries. He believes the centralized system will make state authorities more accountable because "the minute any discrepancy is detected, the officials concerned can be held responsible".

Also, people would be able to apply online for their driving licence, registration certificate and transfer of ownership. "By this year-end, the portal will facilitate online payment of road taxes, various fees and transport charges,"says Mahesh Chandra, deputy director of NIC.

Access to the centralized database on registered vehicles will help the police track down vehicles that have been stolen or used to commit crimes.

There's also a national security angle. Sources say it took the police three hours to identify the explosive-laden scooter used in the Zaveri Bazaar blast in Mumbai on July 13. "Earlier, it would have taken two-three days. But this time they had a database to work with,"says an official. The portal is likely to get operational by this month-end. So the next time an Indian city is attacked, tracking the terror vehicle down should hopefully be only a mouse click away.

Passport in three days- Ambitious e-Governance Programme

The Passport Seva Project, an ambitious e-governance programme that aims at passport delivery in three days, has entered its most crucial stage. The rollout of 77 Passport Seva Kendras is expected to begin any time now in major Indian cities and be completed by January 2012.

Things have not been entirely smooth for the pilot project running for the past year in seven centres in Karnataka and Punjab that are part of the 77 kendras.

But now the Ministry of External Affairs (MEA) and the private service provider, Tata Consultancy Services, are confident enough to introduce the new system in the designated cities.

“We hope to start the Passport Seva Kendras (PSKs) within June in Tamil Nadu, Andhra Pradesh and Kerala,” a senior MEA official said.

Thereafter, every month will see the opening of three to five new centres, with 20 kendras becoming operational by September. “We hope to have the total rollout by January 2012,” he said.

This would mean there will be 77 PSKs functioning around the country, along with the 37 current regional passport offices which will be incorporated as back-up centres.

The project aims to streamline the process for issuing passports that had become notorious for long delays and touts and has an ambitious stated aim to deliver a passport within three days.

This month, the MEA will also operationalise the Central Passport Printing Facilities in Delhi, which will mean that instead of blank booklets, only filled-up passports will be sent directly to the kendras, plugging a major security risk.

The other institutions required for the smooth functioning of the project – data centre and disaster recovery centre – are already in place.

The software application developed by Tata Consultancy Services (TCS) to drive the entire project got its certification by a third party audit agency under the Department of Information Technology in January 2011. Incidentally, the start of the project last year had been delayed due to critical errors in software, detected during the testing process.

The crucial aspect of the project is the online application process, with applicants being able to choose their desired date and time for submitting documents for verification at the PSKs.

However, Bangalore applicants often found that the only appointment slots available were after two weeks or more.

“We know that some travel agents with very fast computers were logging in as soon as the appointments began in the morning and filled in all the slots,” said the official.

The problem was compounded by the fact that the kendras had been instructed not to accept walk-in submissions.

After several complaints in Bangalore, the number of appointment slots were increased substantially, walk-in submissions were accepted in certain cases and a new centre was opened in the city to deal with the backlog and additional rush.

One of the main lessons learned from the pilot project in Bangalore was that the actual demand for passports may outstrip that of any anticipated growth pattern.

“As the economy has prospered, one of the first things that are applied for are passports,” the MEA official said.

Accordingly, the layout and capacity of the new PSKs have been revised to cater to any kind of additional demand.

In fact, the sharp rise in the demand for passports, even as government manpower remained static, was one of the reasons for going ahead with the project. The annual growth in the number of new passports being issued has been about 20 percent in the last few years, with the highest number of 5.52 million passports delivered in 2010.

“Currently, only about five percent of India’s 1.2 billion population own a passport. The numbers will only rise and rise,” said the official.

Online Application

In a step towards simplification of passport application procedure, it has been decided to introduce online registration of passport application at RPO, Delhi under the new system, a passport applicant with access to internet facility can go to the website https://passport.gov.in , select ONLINE REGISTRATION and fill in the form. Adult as well as minor applicant can register online for fresh passport, reissue cases (where the validity of the passports held is expired or is about to expire) and new passport booklets in lieu of lost of damaged passport. The application form is very simple, applicant friendly and easy to fill in. When in doubt, the applicant can refer to the revised and updated instructions given on the website of Delhi Passport Office. Applicants are advised to go through instruction for filling up the form before applying online.

On completing of registration, the applicant gets a printout of the registered application for submitting along with the requisite documents and submit at designated counter.

Minor Applicant

If the applicant is minor "It is compulsory to have a separate passport for a minor. A number of foreign Diplomatic Missions are refusing to grant visas if minor's name is included in the parents' passport. Apply as for fresh passport with the following additional documents: Attested photocopies of parents' passports. If neither of the parents has passport, then an (affidavit) from both parents (specimen at Annexure 'D' of the passport form) In case either of the parents holds a passport, copy of the same, alongwith an (affidavit) from the other parent (specimen at Annexure 'D' of the passport form Column 19 of the application form to be signed by both the parents/ legal guardian and at column 22, affix the minor's signature or thumb impression. In case one parent is abroad an (affidavit) giving No Objection to the issue of passport to the minor should be counter- assigned by Indian Mission/ Consulate abroad."

Urgent Reqirement

Then you require a Verification certificate (as per affidavit) from any officer of the rank of Deputy Secretary and above in the Central Government or equivalent in the State Government, Colonel and above or its equivalent in Air Force and Navy, General Manager of a Public Sector Undertaking, Sub-Divisional Magistrate, SSP of district or one of those listed in Annexure 'G' (page 16 of the application form). Persons holding diplomas from recognised institutions like Polytechnics or certificates of vocational training from Government/recognised institutions. The Diploma/ Certificate should be for a minimum duration of two year course.

Nurses possessing qualifications recognised under the Indian Nursing Council Act, 1947 Dependent children of parents eligible for ECNR, as above (upto 24 years of age)

Emigration Clearlance Rules

Even if you do not have the ECNR stamp, you can visit Bangladesh, Pakistan and all countries in Europe (except the Commonwealth of Independent States) and North America without emigration clearance. In any case, Protectorate of Emigrants can grant emigration clearance to certain categories of skilled/semi-skilled workers for a period of six months if application is made through authorised recruiting agent and there is a valid employment visa. In case, the person concerned is leaving the country for non-employment purposes, he can obtain suspension from emigration clearance for the specified country and for the specified period from Protector of Emigrants.

Time Frame for Issue of Passport

	If all your documents are in order, you should get your fresh passport in 5 weeks.
	If you already hold a passport then your next passport should be re-issued in two weeks provided holding passport is of same jurisdiction.
	In case of damaged/ lost passports (except in case of habitual losers), provided you apply to the same office which issued your original passport, you should get passport inabout 5 weeks.
	If you have applied for a duplicate passport to an office other than the one which issue the passport you have lost or damaged, you should get your passport in 6 weeks.
	If you have applied for an additional booklet for a passport issued by the same passport office then you should get your passport within two weeks.
	For issue of passports to minors (less than 15 years) passport would be issued in twoweeks. However, in case of emergency, your Passport Officer can expedite the issue of passport.

Delivery of Passport

Passports are normally delivered only to the applicant or despatched by registered post to the applicant's present address as given in the application form; In case a passport has already been granted, in the normal course, the applicant may approach the Passport Office for counter delivery.Such passports can then be delivered at the counter.

Loss of Passport

If you lose your passport, then Please inform the nearest police station and obtain a copy of the FIR.
Also kindly inform the Passport Office or Indian Mission which issued that passport. Passport is a valuable document and in case it gets misused, you can be held responsible, if you have not informed the office.

Apply for a duplicate passport with:

Reissue of Expired Passport

Validity & Size of Booklet

Change of Address

In case of change of address "For change of address the following circumsfances may arises.

If you already have a passports and want to change the address recorded in it, approch your nearest passport office and apply for the same on Miscellancous Services application from with a fee of Rs 100 and proof of new address.

What are the documents required for applying for a passport for a minor?

Application (Form-I) along with Annexure-H (Declaration of Applicant Parent/Legal Guardian) signed by both parents.In cases where only parent of the minor applicant is present, a single parent affidavit in the requisite format, can be submitted, taking legal responsibility for the consequences of issue of a passport to the minor applicant.

Two copies of Birth Certificate / School Certificate / School Leaving Certificate / Bonafide Certificate, for proof of date of birth [Note: Birth Certificate is a must for those applicants born on or after 26.01.1989.]

Parents’ proof of address, if different from the address on their passport.

Passport copies of both parents. At least one of the parent's passports should have the spouse name endorsed in it i.e mother's passport should have husband’s name entered in her passport (OR) father’s passport should have wife’s name entered. [Note: If both the parents' passport do not have spouse name endorsed in it, first apply for inclusion of spouse name service and thereafter apply for a passport for a minor child.]

No pre or post verification will be made in the case of applicants up to 15 years of age. However, in all such cases a declaration as given in Annexure-H in passport information booklet should be submitted in each and every case. Applicants above the age of 15 years are advised to apply for full-validity passports, with police verification.

In case both parents do not hold passports, any 3 of the 14 listed documents (please refer to the tatkaal section of our website for details) in respect of the parents, and the standard affidavit as per Annexure-I should be furnished. If this is not done, the file will be sent for police verification.

The fee applicable is Rs. 600/-. The approximate time taken for issue of a passport for minors is about 10-12 days, subject to there being no objections on their file, or their parent'(s) file.

ECNR status is automatic for all minor applicants up to the age of 18 years.

Passports for minor children above 15 years but below 18 years:

Children above the age of 15 yrs but below the age of 18 yrs have the option of getting a minor passport (valid up to the age of 18 years) or that of an adult (valid for 10 full years):

According to the option exercised, the fee will be Rs. 1000/- or Rs. 600/-. For a fee of Rs. 1000/-, passport validity will be 10 years and for Rs.600, the validity will be 5 years, or until the age of 18 yrs, whichever is earlier.

I want to apply for a passport for my child (minor), but my husband is currently abroad, so he won’t be able to present himself during this period. How do I proceed to apply?

You may advise your husband to approach the nearest Indian Mission to make an attested Declaration stating that he has no objection to making a passport application for the child. After getting the attested Declaration, you can submit the application form (Form-I) with a copy of the declaration.

The photocopy of his passport should also be attested by the Indian Mission concerned, before it can be accepted by a Passport Office.

We are planning to apply for passports for our kids (minors). Is it necessary that my name should have been included in my wife’s passport?

Yes. At least one of the parents should have the other spouse’s name included in their passport. Please refer the miscellaneous services section of our website for details regarding this service.

Is it necessary that both parents should have passports before applying for passports for the children?

Not necessary. The advantage of parents having passports is that it exempts their minor children from the police verification process. According to the new guidelines published in December 2006, if both parents do not hold passports, any 3 of the 14 listed documents can be submitted in respect of the parents to establish their identity, along with the standard affidavit as per Annexure-I. I have a one-month-old baby? Does the baby require a separate passport Or his/her name can be endorsed in one of the parents’ passports?

Endorsement of child’s name in parents’ passports is not allowed anymore. As per the amended law, minors should have separate passports.

I wish to apply for a passport for my minor child who is 12 months old. In the signature column, who needs to sign the form? Is it the child’s thumb impression, or is it the father’s signature?

Since your child is a minor now, the application needs to be countersigned by the parents, i.e. the declaration at column 19 of the application form. The thumb impression of your child has to be affixed in thumb impression column.

Do both parents of a minor child have to be present to submit the application, or is it okay if either one is present? Also does the baby have to be present?

It is okay if either of the parents submits the application of a minor child. Baby need not be present if application is not under out-of-turn/Tatkal scheme. The joint declaration is, however, required to be signed by both parents, except in the case of single parents, who should submit a “single parent affidavit”. In cases where custody of the child is to be ascertained, the passport issuing authority may require the child to be produced at the passport office.

In the case of a minor child's passport, when the father is abroad, is consent to be obtained to apply for a passport? If so, what is the procedure?

Yes. Consent of the father is generally required for submitting the application. It should be in the form of a Sworn Affidavit duly attested by the Indian Embassy/Consulate abroad. (Also refer separate instructions for single parents)

I am a student staying away from my parents. Where do I apply for a passport and what proof of residence shall I have to furnish?

For instance, if you are a student staying in Rohtak (which falls under the jurisdiction of RPO, Chandigarh) and your parents are staying in Bangalore. You can apply at RPO, Chandigarh. For this purpose, along with your form, you have to provide four Personal Particulars forms. Please also indicate your hostel address/the place where you are staying in Rohtak as present address and your parent’s address as Permanent address.

In case your college falls under the jurisdiction of some other Passport Office, you can either apply to the Passport Office in whose jurisdiction your hostel/place of stay is located or in the Passport Office in whose jurisdiction your parents’ address (permanent address) is located.

For proof of residence at your hostel/place of stay, either you should provide a letter from the Principal/Warden or proof of residence of the guardian with whom you are staying along with the guardianship affidavit. You should also provide proof of your parents address (i.e. permanent address).

All matters relating to adoption are dealt with by the Central Adoption Resource Agency (CARA) in the Ministry of Welfare, Govt. of India.

LHC directs FIA to produce Warraich’s passport in court

LAHORE: Justice Umar Ata Bandial of the Lahore High Court (LHC) on Monday summoned the investigating officer of the Federal Investigation Agency (FIA) on July 8 on a petition by Major (r) Habibullah Warraich, requesting for the removal of his name from the Exit Control List (ECL). The judge directed FIA Additional Director Zafar Qureshi, the investigating officer, to appear in court with complete record of the case. Deputy Attorney General Nasim Kashmiri said that the petition was baseless as the petitioner’s name was not in the ECL. The petitioner’s counsel said that the petitioner’s passport was in the FIA’s custody and he could not go abroad. The judge remarked, “What is the sin of his family members who are not allowed to go abroad.” He directed the FIA officials to visit office of the FIA Immigration Department to get the passport of the petitioner and submit it in the court. Former minister for defence Major (r) Warraich is the prime accused in the NICL land scandal case and is presently on bail. Warraich wants to go aboard along with his wife for medical treatment. According to the prosecution, Warraich, his son Mohsin Warraich, Muhammad Malick, manager of a company owned by MPA Chaudhry Moonis Elahi, were accused of misappropriating NICL’s funds on account of land purchase. Warraich alone had been charged for corruption worth Rs 1.68 billion. staff report

NEW DELHI: In a month or so, Delhi will have two Passport Seva Kendras (PSK), an e-governance initiative, which aims to provide passport in a jiffy in a "reliable and transparent'' manner. These centres, which can handle as many as 300 applications in a day, will facilitate online appointment dispensing the need to stand in a queue outside the passport office.

Government sources said that intensive efforts are being made to roll out Passport Seva Kendras in Delhi and Gurgaon within one month. There will be three PSKs – two in Delhi and one in Gurgaon.

There are at present only seven PSKs, described as an initiative by foreign minister S M Krishna himself, in the country but 70 more are slated to be opened by early next year. "In order to address the infirmities of the present system and to provide passport services to citizens in a timely, transparent, more accessible and reliable manner, 77 PSKs are being rolled out across the country,'' said an official.

In Delhi, the two centres would be located at Herald House (ITO) and Shalimar Place in Pitampura. The centre at Herald House will be spread across 16,000 square feet and will have as many as 32 application counters. The Shalimar Place centre will have 14 counters. These fully air conditioned passport application centres will have special amenities for differently-abled persons and also applicants accompanied by infants and senior citizens.

Online scheduling of appointments, extended hours for accepting applications (9 am to 5 pm) and end-to-end online tracking of application status are other features of these centres. "These will have online connectivity with state police headquarters for a seamless verification process. They will also facilitate a paperless work environment,'' said the official.

According to officials, PSKs are going to ensure transparency and time-bound completion of services at each stage. "Effectively, an applicant's passport application file will be decided before he or she leaves the PSK, thus providing full transparency. Passport granting is assured once the applicant clears all formalities at the PSK,'' added the official. The first such PSK, which function in collaboration with staff of Tata Consultancy Services (TCS), was opened last year in Bangalore, Krishna's home turf.

File number always contains an "English Alphabet" followed by eight digits. For eg: A00018009, The Cash receipt contains only an Alphabet and six digits. Counters for Miscellaneous Services are open from 10 AM to 1.30 PM. Miscellaneous services are given on day of application itself.

Passport office officers meet the public only on Mondays, Tuesdays, Thursdays and Fridays from 10.00 A.M to 1.00 P.M.

Applicants / visitors should collect submission / enquiry tokens available from the token distribution windows from the other side of the RPO building before entering the office. There are entries on either side of the RPO Delhi main gate leading to the token distribution counters. Senior citizens (those above the age of 65 years )need not obtain tokens to gain entry into the office.

A Drop Box is kept at the entrance of the RPO building. Applicants whose applications are pending at RPO Delhi should drop their replies to letters from the RPO calling for additional documents etc relating to their pending cases into this box. Action will be taken on these letters or position conveyed to the applicant within five working days.

HC orders issuance of duplicate passport to Indian in Oman

ALLAHABAD: In a reprieve to a person who had damaged his passport while working in Oman, the Allahabad High Court has asked the consular officer of the Indian Embassy at Muscat to issue a duplicate copy of the same.

A division bench comprising justices Ashok Bhushan and Ran Vijai Singh passed the order on a writ petition of Mohd Suhel, who had been issued a passport by the regional passport officer at Lucknow, under the 'Tatkaal' scheme.

The passport was valid for the period May 14, 2009 to May 13 2019.

Suhel was issued an employment visa on the basis of the passport and he reached the West Asian country on July 6, 2009.

His passport got damaged a year later and he submitted the same with the Indian embassy on October 10, 2010, along with an application for a duplicate copy.

In the petition, filed by his lawyer Shahid Ali Siddiqui, it was alleged that the police and Local Intelligence Unit of Uttar Pradesh had failed to submit the police verification report of the passport with the concerned authorities, which had resulted in non-issuance of a duplicate copy.

However, Additional Solicitor General of India, Ashok Kumar Nigam, submitted that verification of the Suhel's passport could not be completed "since police has submitted a report that petitioner was not found present at the time of inquiry and due to this reason, he has not been issued a duplicate passport".

The court opined "in view of the fact that the petitioner has already been issued a passport, the respondents are obliged to issue duplicate of the passport for the same period".

Reasons for Passport Delay

Once you have applied for an Indian passport, it will take from 6 weeks to 8 weeks time for the processing and delivery of your passport. If you have not received your passport then you can approach the passport office asking I did not get passport?

Reasons for Passport Delay

Missing information in the passport application form
Supporting documents are not provided.
Documentary proofs are not provided.
Delayed in police verification.
Passport might be delivered from passport office but not reached you due to courier delay.
If applied through travel agent then the agent might have collected it and not yet delivered to you.

What to Do?
It is always better to check your passport application status frequently through online system or through tele-enquiry facilities. Some of the regional passport offices also offer SMS facility to know your passport status. If your passport is not delivered to you with in 8 weeks then you can contact the passport authority or if you have applied through travel agent then you can approach the agent to know the reason why your passport is not issued.

If some information or documents are not submitted by you while applying for the passport, then you can provide them the documents immediately. If police verification is not yet done then you can contact your nearest police station and ask them to issue you a verification certificate. If passport authority says that your passport is delivered through courier then you can ask them the details of the courier office and dispatch number. Then you can contact the courier office to collect your passport.

Delivery of Passport
Passport may be delivered only to the applicant or dispatched by speed post to the address given in the application form.

It is always recommended that you keep a photocopy of the application form submitted for passport. You should also keep your receipt of the application which contains your file no. In case of any disputes you can contact the complaints and suggestions department with your photo copy of application and the receipt.

Passport Renewal

Passport Renewal in India
Generally, new passport will be issued for 10 years.If your passport is expired, you may need to apply for a passport reissue/ renewal. The Passport Renewal in India is very easy. To apply for renewal of passport, you need to fill up a new passport application form which is same for renewal or new passport and submit it in the nearest regional passport office along with the documents required.

Documents Required
For renewal for passport in india the following documents are required,

New passport application form
Two passport size photographs
Old Passport (if not able to submit old passport, should state reasons for it)
Address proof
Educational qualification certificates photocopy
Date of birth proof
Notary for tatkal (only for tatkal scheme)
An urgency letter for tatkal (only for tatkal scheme)

Fee and Mode of Payment
Fee for renewal of passport (36 pages) is Rs. 1000/-.
Fee for renewal of passport (60 pages) is Rs. 1500/-.
Additional Fee for renewal of passport in Tatkal is Rs. 1500/-
Fee can be paid either through Demand Draft in the name of passport officer concerned or in Cash.

Delivery of Passport
Passport may be delivered only to the applicant or dispatched by speed post to the address given in the application form

Q	Can a foreigner, who entered India along with children, on a passport, with name of children endorsed on the same take exit clearance without the children?
A	His departure will not be permitted without children. For that, the foreigner should obtain separate individual passports for the children from the concerned Embassy/Consulate and an endorsement for deletion of children's particulars from the original passport. Thereafter, on the specific permission of the Ministry of Home Affairs, Foreign Division, Jaisalmer House, 26, Man Singh Road New Delhi, the foreigner would be allowed exit clearance.
Q	What should a foreigner who wants a departure clearance, along with a child born in India after the foreigner arrived in India and holds a separate passport for the child?
A	The orders for issue of first VISA for a new born foreign child is granted by the Ministry of Home Affairs, Foreign Division, Jaisalmer House, 26, Man Singh Road New Delhi. For this purpose the foreigner need to approach the Ministry with birth certificate and relevant documents. With orders of the Ministry for issue of VISA ,the foreigner can approach the concerned FRO/FRRO cum Superintendent of Police for VISA endorsement. Regular VISA fee is charged at the time of such endorsement.
Q	If a child is born to a registered foreigner in India, can the newly born child be given stay visa?
A	While in India, first VISA is only granted by the Ministry of Home Affairs, Foreign Division, Jaisalmer House, 26, Man Singh Road New Delhi. In such a case, the foreigner needs to approach the ministry first and seek VISA orders for the child. The same VISA orders would be endorsed by the concerned FRRO/FRO cum Superintendent of Police on the passport of the child. Thereafter, subsequent VISA extensions can be made by FRRO/FRO cum Superintendent of Police on co-terminus to his/her parents.
